About Us

Our History

In 1969, the Missouri State Legislature passed Senate Bill 40, allowing counties to establish a tax levy to support individuals with intellectual and developmental disabilities through local SB40 boards. Pulaski County approved this levy on November 4, 1980, and the first Board of Directors was appointed in 1981.

Pulaski County Special Services (PCSS) began providing targeted case management in 2009, initially serving 86 individuals. As of December 2024, PCSS serves 176 individuals ranging in age from 2 to 87, supported by a team of seven full-time staff members.

As the need for services continues to grow, PCSS remains committed to helping individuals reach their fullest potential by promoting independence, inclusion, and quality of life within the community.

Our Belief

​We believe that individuals with disabilities have a valuable role in all of our lives, communities and hearts.  Our Guiding Principles are listed in our booklet Living a Self-Determined Life, A Guide for Navigating Support Services for Individuals with Disabilities in Pulaski County. This ideology is at the very core of what we do.

We believe that each individual, family and community has different strengths and needs. One size does not fit all, so we work to ensure that we understand and are focused on linking the individual with resources and assisting in building a life.

An answer of “No, we can’t” is replaced by “How can we make this happen?”  There is a commitment to help individuals determine their dreams, respect their dreams, and help their dreams come true.
