The Missouri Department of Mental Health, Division of Developmental Disabilities (DD), is responsible for determining eligibility for individuals with developmental disabilities in Pulaski County. Established in 1974, the Division serves individuals with conditions such as intellectual disabilities, cerebral palsy, autism, epilepsy, head injuries, and certain learning disabilities. Its mission is to improve the lives of Missourians with developmental disabilities by providing supports and services that promote independence, self-awareness, and quality of life.
A developmental disability is defined as a long-term condition which:
· Significantly delays or limits functioning in two or more areas of major life functioning (i.e. self-care, communication, learning, decision-making, capacity for independent living, mobility).
· Is attributable to such conditions as an intellectual disability, cerebral palsy, head-injury, autism, epilepsy, or any other similar physical or mental impairment.
· Which is manifested before the age of 22.
· Which is considered to be life-long in nature.

Eligibility is determined through a functional assessment rather than a specific medical diagnosis. To qualify, the disability must be expected to continue indefinitely and result in substantial limitations in two or more major life areas, including self-care, receptive and expressive communication, learning, self-direction, independent living or economic self-sufficiency, and mobility.
Referrals can be made by contacting the Rolla Regional Office at 573-368-2200 and requesting to speak with an Intake Coordinator. An initial screening will be completed over the phone, and if appropriate, an application packet will be provided, or assistance will be offered to help complete the process.
When an individual has eligible MoHealthNet insurance, Targeted Case Management services are billed through MoHealthNet. If MoHealthNet coverage is not available, services may still be provided based on the individual’s ability to pay, as determined by a standard means test.
